When people write information, many will incuded moot information or excude essential information.

WHO IS FILLING OUT THIS FORM
Some will attempt to abuse the site for lots of reasons, believing they are unknown.
I have logged on some sites where the first thing displayed at the top of the screen was my ip address. Not just computers but phones have em too. Using that concept at the beginning of the report form at the top, something like:
The owner of this internet account is : IP 123what ever .
Not sure who is using it, but we know who owns the account

In this hypothetical formation of this network, info would be funneled to the county shelter.. being the hub.
People will say I saw a stray dog over there. Someone will share that information.. all to be shared with the hub.. but from a data entry form.
Petkey is a very good example. Instead of people just writing things, the form has required fields. These forms give no chance for anyone to publish any thing they might have to say, scams, discussions.
Any sighting, capture or search could be published immediately to a public data base BUT it would only include information limited to that quest.
The form would have some required and optional fields. The only thing that could go into those fields would be by clicking on things fit (ie what color, brown, black, white / extimated size...fom a list_
Who ever creates the field can have a place to put their own contact info, but it is hidden from the public.
